Internet disconnect delay IPSEC 615 mcafee firewall

Posted a message a while back Subject Internet Connection Hang.
In it I was having problems with my system hanging on initial DUN to
ISP.
I did one thing to try and fix but it ended up not working.
Since then I've tried to fix and I believe I've found the issue and
the solution.

Winxp home
generic isp allvantage.com
mcafee virus 7.03.6 and firewall 4.02.6 Updated weekly.

Recently I was also getting kicked offline every now and then.
Issue was traced to something with IPSEC and a Failure Audit, Event ID
615. I tried disabling IPSEC service (which worked) but I didn't know
if I'd need later. Sounded like I might as I found some info on it at
microsoft.
Between Google and Mcafee it was determined that third-party software
is usually the culprit with firewalls being highly suspect as they
filter network traffic, etc.
From mcafee I found some things to try.
What eventually worked for me was the following. (and I apologize I
can't find any links right now and I'm on slow DUN instead of work
network)
I found some info at mcafee that said to uninstall reinstall cpd.exe
when not connected to internet.

1. I restarted my computer.
2. opened command prompt and found cpd file and uninstalled.
for users not versed in old dos mobility, goto run, type
C:\Program Files\Mcafee\Mcafee Firewall\cpd.exe /uninstall
3. I shut down and restarted.
4. I disabled virus scan and installed cpd, goto run, type
C:\Program files\mcafee\mcafee Firewall\cpd.exe /install
5. I believe it asked to restart, either way I did.
6. I disabled virus scan again, probably not necessary. Started
firewall, had to put in pwd protect(recommend) and go through initial
settings as you do when first setting it up.
7. Once this was done, I restarted, probably not necesary but...
8. Couple days now and no issues with hanging, delay, disconnect or
615 security errors etc.

Hopefully this is my fix, If I have issues I'll try to post sooner
than later.

Of course I think I was completely wrong. Tried a few things,
completely uninstalled mcafee (including going through the reg.) I
think it all ended up being a noisy phone line. Added "S10=200" in
the modem init string and seems to stay connected now. For anyone out
there curious, S10=200 increases the delay time from when your PC
thinks your connection has been lost. I've been hesitant to reinstall
Mcafee as the uninstall was a pain. I know it's rocket science but I
thought uninstall was supposed to remove the program...
If I reinstall I'll post back.
