IPSEC error

After about two minutes my computer restarts, this occurs every time. I
checked the error log and the predominant message was: IPSEC services hung on
starting; IPSEC services terminated with error % % 4294967295. Any Ideas?

I have Windows XP Home.

Click on start --run--type msconfig--click on ok--click on services tab at
the top.Click on hide microsoft services at the bottom.Than uncheck services
you get in the white screen.
