IPSEC service will not start

IPSEC service is set on automatic
however it is not running.

When I try to start it
I get the following popup

Error 1747 The authentiction service is unknown

Event Viewer says,

The IPSEC services terminated with the following error:
The authentiction service is unknown
Event ID 7023
