Internet Properties Programs Email

If I click on an e-mail address within a web page,I get a
message stating that a Network Problem prevents a
connection to the Exchange Server and that the action
cannot be completed.
I checked the Internet setting for Programs on the Control
Panel and noted that the email program was set to
Microsoft Outlook. I use Outlook Express for my email
which works OK when invoked directly; the drop down menu
only gives the single option of MS Outlook and I cannot
overtype the field. How can I specify that I wish to use
Outlook Express.
I have searched help files and the MS archives but cannot
find this problem addressed.
Any kind soul out there with an answer ?
