Internet Problem EXTREMELY ANNOYING

I am running Windows XP SP2 with Bell Sympatico as my ISP, and Im using their
DSL Basic Plan. I dont want to switch ISP's, or get a differnet plan, but I'm
constantly getting this slow internet problem. I am working on stuff in my
computer but I dont believe that I have touched the network connections that
much. I am supposed to be downloading at 30 kilobytes a second (a 256 k
modem) but I'm getting only 10-15 when I download as well as the fact that it
is not constant. it changes to 3 different speeds every second. I know that
it's not just internet traffic. I know that for sure because this particulary
drought of speed has lasted a day and a half now but I have had this problem
before caused by spyware which I got rid of. I checked for spyware this time
and nothing showed up using Ad-Aware and Spy Bot. I've reset the modem and
that didn't work either. Does anyone know why this is happening?

I would suggest that if anyone does know, they'll be on the Bell Sympatico
helpdesk.

Given all the other problems you've posted about here, most specifically
Ad-aware supposedly disabling NAV, you've got major hijackware problems!

Probably a remnant of scumware.
