Internet Options tool not working

This week I lost the ability to use Internet Options from
the Tools menu of IE6. I get an error message that
says "this operation has been cancelled due to
restrictions on my computer......"

How do I fix this? I am running Windows 2000 Professional
and the computer is for home use (not on a network)
Also... any clue as to what caused this?

It turns out the problem was with Spybot, not IE6. I am
working fine now....

I have the same problem and I'm also using spybot.. did
you uninstall spybot?

There is no need to uninstall SpyBot .......
Did you by chance run SpyBot's Immunize feature?
"Lock IE control panel against opening from within IE (current user)"
