"Tools", "Internet Options" Problem

When I try to select "Internet Options" from the "Tools"
menu, I get a "Restrictions" memo that states "This
operation has been cancelled due to restrictions in effect
on this computer. Please contact your system
administrator." How do I fix that?

I found the solution (elsewhere in the newsgroup). Spybot
was preventing me from accessing this. I unchecked the IE
control panel block in Spybot and can now access Internet
Options.
