tools, internet options...error

when selecting tools then internet options...I get the
following msg in a window titled Restrictions: this
operation has been cancelled due to retrictions in effect
on this computer. please contact your system
administrator. how do I resolve this? I can access the
tools menu by right clicking on the desktop ie6 icon. I
recently installed spybot, but then used system restore
with no luck. Thanks.

Start>programs>Spybot S&D (advanced)>immunise>bottom of the page uncheck the
3 items.
