Can not access options under tools menu

I keep getting a message when going to the tools menu and then internet
options.

This operation has been canceled due to restrictions in effect on this
computer. Please contact your system administraor.

I am using Windows ME.

Do a search of your registry for the key called "NoBrowserOptions" and
delete it or change the value to zero.

Usually found here:
HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet
Explorer\Restrictions
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Restrictions

You are also using Spybot Search & Destroy, so open it, mode menu =
advanced>tools>IE Tweaks>remove checkmark from "lock IE control panel etc"
