Can't change internet options

When I try to change the IE6 Tools/Internet options, I
get a message "This operation has been cancelled due to
restrictions in effect on this computer. Please contact
your system administrator.". How do I change this so I
can use the menu item Tools/Internet Options? This is a
home computer, I have no system administrator (no one
here but me)!

I forgot to mention that I am running Windows XP home
edition. I have all of the most current updates
using "windows update". I also have McAfee version 7.

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel"
