Internet Explorer won't open web site pages

I get a connected signal when I log on to my DSL server. However, when I go to open IE I get this message at the bottom bar reads as follows..
Downloading from site: res//C:\WINDOWS\SYSTEM|SHDOCLC.DLL/dnserror.ht

Also can't get Outlook Express opens, but I can't send or receive messages

Error message reads
The connection to the server has failed. Account: (Info about account.....) No, Socket error:10061, Error Number0x800CCCOE
