Internet Explorer Script Error when clicking Admin Tools > Service

Greetings,

Trying to Help someone else fix their PC.

BACKGROUND INFORMATION:

There was tons of spyware, trojans, viruses/worms that were taken care of.
Complete defrag done, uninstalled unused programs, updated anti-virus AVG
Program. Computer was in good working order until Windows Update installed
needed updates, including SP2. All firewalls, antispyware, and anti-virus
software and non-essential software was shutoff during installation of SP2.
SP2 didn't go through the first time - kept looping - so it was uninstalled
and then reinstalled. Second time went through without a hitch; however,
after installing SP2 certain Windows features ceased to display in window
boxes. Furthermore, when trying to assess what Windows Updates are necessary
via [update.microsoft.com/microsoftupdate/v6/default.aspx?ln=en:] the
Internet Explorer Information Bar to install the ActiveX Control doesn't
appear. I follow the instructions on that page with no luck -- it keeps
stating that I need the ActiveX control to utilize that service, yet it wont
appear. Using the Firefox browser all "information bars" that prevent ActiveX
from installing do appear unlike w/Microsoft.

Keep in mind prior to the SP2 update all HP Pavilion 542x updates were
installed includng one to prevent problems with Restore Points.

Programs > Accessories > System Tools > System Restore = blank white screen

Ctrl Panel > Administrative tools > Services > Extended tab= "Internet
Explorer Script Error" "Line: 31, char: 12, error: Object doesnt support this
property or method, code: 0"
"res://c:\\WINDOWS\system32\mmcndmgr.dll/views.htm"
---Also there is some sort of pic at the upper left-hand screen that doesn't
show, only a red [x].

Ctrl Panel > User Accounts = "Wrong number of arguements or invalid property
assignment"
-- The window appears but nothing shows up other than blue vertical strip on
left side and the rest is all white except the upper left picture is shown as
a red [x].

All items under Device Manager: are in working order
All other programs to the best of my knowledge operate properly.

1] I've already tried shutting down all programs such as firewalls,
anti-virus, etc when troubleshooting.

2] I've already tried going into Internet Options under the Advanced tab and
unchecking the notification for scripting errors and checking disable script
debugging.

3] Searched Microsoft Website for three days for a fix/solution: found nothing

4] Conducted general online searches & nothing.

PLease any tips, clues, and/or indication as to what you may think is
causing the problem would be wonderful.

Sometimes even when you get rid of the malware, your machine still will
have some corrupted files and won't work properly unless you repair the
files. Sometimes the best thing to do is to backup your important data and
if you have the operating system installation disk or the OEM provides a
way, do a operating system repair before you try to run any other programs
or updates.
