Internet Explorer Cache Files.

When I end a Internet surfing session, I delete all
temporary internet files through the browser and erase all
history records. When I have done this, I look in "My
Computer" in the Windows/Temporary Internet Files folder
and there are only "cookies" left. Today I used the
Windows "Find" function and learned the following folder
exists C:\WINDOWS\Temporary Internet Files\Content.IE5 and
the Content.IE5 folder also contained OTHER folders named
something strange like KSMJIZY9. These odd named folders
all contained the same type of Temporary Internet Files
but they were not erased. The Content.IE5 folder and it's
contents do not appear when trying to view files under "My
Computer". Does anyone know how to stop these files from
being created. They take up a ton of space. Thank you.

You cannot stop them being created. They are your cache.
They do not take a ton of space unless you have allocated a ton of
space in TIF.
Do not try and add them all together to get a total size and don't
assume you have duplicates because of what you see.
Cookies aren't even in TIF, despite what you see.
