Internet Explorer Blank Window

When you right click a link and select "open in New
Window" a new window does open, but it pulls no data. It
has no address bar, no "Done" in the status bar, and no
information in the main window. All his security setting
match a good working machine, which happen to be set to
default Medium.

Any Ideas?
