when you click on internet explorer icon on your desktop, it will open a
blank web page the URL will not fill in to address bar. you can create a new
shortcut with same results page opens but url will not post on address bar.
You can open web page by manually typing URl into address bar.

Actually, when I click that icon I get www.komu.com so I imagine that you
have the problem when you click the icon. Probably malware has infected
your computer.
