internet browser open when it's not

trying to do a web clean of cookies etc., message says internet browser open, please close to continue, but none of my internet browsers are open. can anyone throw any light on the situation please?!

Check your tasks that are running.
Close all IE windows.
Then do a
Ctrl+Alt+Del
Do you see IE as a running process. If yes then you may have some parasites
do deal with.

Get AdAware and SpyBot and run them both. Keep them up to date.
