Installing XP OEM in different language.

Hello!

A friend of mine works in Germany (but he is not from Germany), bought a
used laptop with XP Home SP 2 German. He asked me to reinstall Windows XP
SP2, but the English version, as he knows english better than german. So, I
found XP Home SP2 OEM with a P2P program, and used his genuine key from the
COA to install the OS. Activation was successful. My question is, is he now
legal ?

This is a peer-to-peer group, if you want Official response contact
Microsoft. Anything here is merely opinion.
