Accidentally installed wrong language (FR instead of NL) on first time installing laptop with OEM Wi

Hi, my brother in law accidentally installed the first time the wrong
language for Windows XP Home edition on his Acer Aspire 1640Z laptop,
french instead of dutch. He did finish the complete installation
process, in french... how can he reinstall in the dutch language?

The first time he started the laptop he was asked in what language to
install, english, french or dutch. He was moving is finger on the
touchpad and accidentally clicked the french option. He then finished
the complete installation process leading to a fine working french
version.HOWEVER he only speaks dutch.

I´ve found that there is a hidden PQSERVICE partition of nearly 4GB on
the laptop, but don´t know if this still contains all 3 languages of
Windows XP Home edition, and if it does, how to reinstall. A recovery
disk won´t help either, since the recovery disk is in the same
language as XP was installed.

The laptop did NOT come with a DVD or CDs with the OEM version of
Windows XP.
