Accidentally installed wrong language (FR instead of NL)

Hi, my brother in law accidentally installed the first time the wrong
language for Windows XP Home edition on his Acer Aspire 1640Z laptop,
french instead of dutch. He did finish the complete installation
process, in french... how can he reinstall in the dutch language?

Thanks for any help you can provide

What CD was used?
A Restore CD provided with the computer by the manufacturer?
Contact the manufacturer for options.

Or a retail Windows XP?
The language can not be changed.
Either exchange it a place of sale or buy in the desired language.
