INSTALLER NOT INSTALLING

I have the following problem:
1. When installing different applications
i.e. a printer, HP psc 1210
2. the hardware manufacturer's software will start the
installation,
3. but the windows installer will not come up,
4. thus the installation progress bar stopping at around
16-18% depending on the driver's version
5. Manufacturer's help desk has tried to help, by asking
me to try a different configuration (i.e. a system restore
of up to 2 months ago), but it does not help

Any ideas?
