installer "catastrophic failure"

I'm trying to convince Windows Installer to work again,
to no avail. After replacing the .dll files, updating
the registry in a few different ways, trying under a
clean boot, erasing all files in "temp" folders, and
doing a reinstall-in-place of XP Home, I still get "An
installation support file could not be found.
Catastrophic failure" with every install attempt on
several different install packages.

Any advice?

Since these files are windows system files, so then try
the system file checker tool. Click start, run, and type
in this here; "sfc /scannow" with that space after the
sfc. It will ask for your XP CD to copy any needed files
from, and it runs as "windows file protection".

I tried this, and at one point it did ask for the CD to
replace some files, but the installer still doesn't
work. I appreciate your advice; do you have any other
suggestions?
