Export from Outlook as a CSV file. Windows Contacts can import that.

You can directly import a .pst file into Windows Mail, only if Outlook is
installed on the Vista computer.

Wrong understanding. You very definitely can import an Outlook .PST into
Windows Mail, you must, however, have Outlook installed and functional on
the PC doing the transfer. Outlook provides the MAPI "plumbing" that
Windows Mail requires to access the .PST file.
