Immediate Logout after Login

My sister-in-law called me to say that all of a sudden, her E-Machines
XP Home system has a new boot up cycle she can't get out of. Windows
comes up as usual with the login screen and she chooses either her name
or her daughters to login (neither have passwords). Windows says
"loading personal settings" (or whatever that is) and then plays the
Windows logout music and logs out, putting her back at the login
screen.

I talked her through Safe Mode boot and get the same results trying a
few different boot options.

Clearly the Login program is corrupted or replaced. She has Norton
AntiVirus up to date and running regularly. Anyone know what happened
and how to fix this, short of rebuilding the system?
