Downloading Spyware Doctor and now system won't boot up

My daughter was downloading a spyware program called Spyware Doctor and
during the installation, Norton AntiVirus located a LOT of files which they
say included spywarer programs and asked her what she wanted to do. She
chose the option to quarantine and delete all the files. Now, when trying to
login to her XP Home Edition, she logs in and sees her desktop for a couple
seconds before the computer logs her out and takes you back to the login
screen. The system won't even boot up into safe mode. Any help out there?
