Can't change Wallpaper - Options greyed out

Friends PC won't let her change the wallpaper. All she has is a blue
background. Sometimes it's bright white. In Display Properties the browse
button and the wallpaper files are greyed out.

So far she's tried system restore, no joy. Norton found something called
UCMore which she removed, according to Norton.

She also ran Spyware Doctor and Pconpoint and did repairs as needed.

Also went to Kelly's Korner and did the Wallpaper/Background fix, no joy
there either. It caused the blue, which is bearable, to change back to
white, which is atrocious.

After deleting her restore points and re-booting the blue is back but the
rest is still greyed out.

Any suggestions would be most appreciated.

Open Regedit and navigate to:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System
(and)
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\System

Delete the values "Wallpaper" and "WallPaperStyle" in the right-pane.

Close Regedit.exe

Thanks, that did it when all else failed. Not all the entries were there but
the one she deleted was enough to fix it.
