I have WinXP home. How do I change the wallpaper that is seen for a few
seconds during startup, the one that appears just before the screen goes blue
with a message saying "welcome" to what I want? If it can't be changed, can
the background of any screen that appears during startup before the main
wallpaper be changed?

Open Regedit.exe
Navigate to HKEY_USERS\.DEFAULT\Control Panel\Desktop
Right click set the value of Wallpaper to the path of a BMP file

Good Luck, Ayush.

That did it, thanx! :-)
