If you cannot get into the system, even in Safe mode, because of this
error, then things are difficult. What I would try is
1. Boot using F8 to get the menu to Safe Mode, and there logon as the
explicit user
Administrator
(which should appear on the Welcome screen - if not, hit CTL-ALT-DEL
twice to get the dialog and enter it there - assume a blank password if
you do not remember setting one).
This ought to give you an immediate chance to run System Restore, rather
than completing the boot - restore to a day before the trouble arose.
2. If that is ineffective, do a repair reinstall - Set the BIOS to boot
CD before Hard disk, then boot the XP CD, start Setup (do not take
'Repair' at this stage), then after the license agreement take 'Repair
Installation'. This will retain your existing software installations
and most settings. But Updates will have to be run again, especially
SP1; and if you have drivers that only arrived with that, like USB 2
ones, you will need to update drivers for the devices concerned. You
may find that things like virtual memory settings and some aspects of
appearance have reverted to defaults
