Illegal System DLL Relocation

Every time I start up I am getting a message saying RTHDCPL.EXE user32.dll
Illegal System DLL Relocation. The only option is to close this message or
click OK. What can I do to rectify this problem and what does it mean?

just have the solution for you but certainly an explanation. It was a simple
google search
