Illegal System DLL Relocation

Every time I start up I am getting a message saying RTHDCPL.EXE user32.dll
Illegal System DLL Relocation. The only option is to close this message or
click OK. What can I do to rectify this problem and what does it mean?

This download worked for me. If you get a message that patch is not
available keep trying - heavy traffic due to so many with the problem

just have the solution for you but certainly an explanation. It was a simple
google search
