Illegal System DLL Relocation Message

Hello, Every time I start up I am getting a message saying that
RTHDCPL.EXEuser32.dll has to be relocated because it is an illegal system DLL
relocation. What is this, What can I do to fix it?

You might want to download and run the hotfix available from
Microsoft.

The Realtek HD Audio Control Panel may not start, and you
receive an error message when you start the computer: "Illegal
System DLL Relocation"
