Illegal System DLL relocation

About a week ago I noticed that everytime I boot my laptop I get the
following message:

RTHDCPL.EXE - Illegal System DLL Relocation
'The system DLL user32.dll was relocated in memory. The application will not
run properly. The relocation occurred because the DLL
C:\WINDOWS\system32\HHCTRL.OCX occupied an address range reserved for Windows
system DLLs. The vendor supplying the DLL should be contacted for a new DLL'

I thought that by sending the laptop back to factory settings would solve
the problem but unfortunately not!!!
Can someone please explain what the problem is and what I can do to rectify
it?
Getting quite desperate now!

I just ran Windows Update on two of my Windows XP Pro SP2 machines
here at work, and I'm getting the EXACT same error...No idea what it
is either.

As of last night downloading the suggested update on the website given above
worked...
....laptop failed again this morning due to trying to remove msnlive toolbar
from IE7 but as far as aware thats a different problem!
