can't get on the internet

when i turn on my computer and log on I get a message which says

RTHDCPL.EXE illegal DLL relocation
the system dll user 32 dll was relocated in memory. The aplication will not
run properly. The relocation
occurred because the dll C:\windows\system 32\ HHCTRL.OCX occupied an
address range reserved
for windows system dlls.The vendor supplying the dll should be contacted for
a new dll.

I found HHCTRL.OCX in system 32 and deleted it. Everything works, but the
next time I turn my
computer on it has come back. Please help me
