IE6 on Win2k - Everything shows "Page cannot be displayed"

Problem:
While manually removing supposed spyware, I must have erased a
legitimate DLL or registry key. Now, IE6 SP1 shows "page cannot be
displayed" for every website.

Details:
Running on Win2k Pro SP2. Internet access works through other browsers
and e-mail. WINNT/System32/drivers/etc/hosts is fine.

I tried:
Repaired IE through Add/Remove Programs. "Uninstalled" and reinstalled
IE6 using the offline IE6SP1 installer. Upgraded to Win2k SP4
(finally). Reset security settings to default. Nothing worked. I
didn't try accessing an ftp:// address because I couldn't think of any
offhand.

I probably broke it when I hacked around
HKLM\Software\Microsoft\Internet Explorer\*, deleting stuff in Toolbar,
Explorer Bars, Main, and Search. I probably also deleted the
associated CLSID entries for stuff in Toolbar and Explorer Bars.

If I deleted some DLL or registry entry, wouldn't all this
reinstallation just replace the missing piece? Any other suggestions
for reviving IE? Thanks.
