IE6 in XP changes the active window.

Hi,
Operating System : Windows XP Home SP1
IE verison : 6.0.2800.1106

Problem: While I am working on window 'a' of IE6 and click
on a link to open in new window (i.e. window 'b') and then
I minimize window 'b', but when window 'b' is succesfully
loaded it pulls up on my screen (unlike in windows 2000,
where it starts blinking down on the taskbar.) I have
talked to my tech support people and they say it is a
feature of XP an cannot be changed. But I am sure there
would be a way, a registry tweak to disable this feature.
Please help me disabling this feature. I have also
downloaded Netscape and this problem exists on netscape
also.

An infrequently asked question. Here is my reply from about this
time last year:

Perhaps you had been using the ActiveWindowTracking feature
which can be enabled in certain OS by using its TweakUI?
I think that XP also has that however it apparently doesn't
come installed by default. Try the Downloads site?

Possible related search keywords and phrases may be
ActiveWindowTracking and "X-mouse"

I just checked ActiveWindowTracking is a value name in this registry key:
HKEY_CURRENT_USER\Control Panel\Mouse

Unfortunately it appears that my mouse driver doesn't support it
(at least via the Properties page--I haven't tried anything else.)
