IE6 window opening underneath active window

When I launch a new IE6 window from a desktop shortcut the new window is
launched behind the current active IE6 window and not on top of it. This
seems like a new behavior for me. I have two new installed XP(sp2 updated)
systems and both do the same thing. My W2K system launches the new window on
top like I think it should. I am thinking one of the latest MS updates is
causing this because I don't remember seeing this in the past.

Anyone seen this or know how to force the the new window to be on top.
Windows exporer works correctly and new windows are on top. Anyone know how a
setting in the registry or other place for this. Craig

XP professional (SP2 with latest updates) & IE6.2900 w/SP2

Use TweakUI's "Prevent applications from stealing focus" command
with the "Flash taskbar button until I click on it" option
(via General Focus menu items)
