can't open new window in IE6 SP1

Somehow I've jammed IE6 SP1 on Windows XP so new popop
windows never appear.

I've done Tools,Internet Options, Advanced, Restore Defaults.

When I load Netscape 7.1, I can open new windows without a
problem using the same link.

Do I really have to hack the registry on Windows XP to
uninstall IE6 and reinstall IE6? ie6setup stops as soon as
it sees an installation.
