"Open in new window" problem

Hi all - hope you can help

For some reason my IE6 will no longer open a new window
(using right click open new window) nor will it open a
pop-up window - the "new window" appears but doesn't load up.

I downloaded all critical updates - still no good
I removed IE using Add/remove from Control Panel then
downloaded a new IE6 setup file from Microsoft and ran it
but it says that there is a newer version on my computer -
but I cannot seem to uninstall IE6 totally.
I switched to netscape to check that it opens new windows
and no problem there but I don't want to stay with netscape.

I'm after help in either solving the problem or on how to
completely uninstall IE6 and then reinstall a new version.
