IE Settings are changing

[IE and Dial up loosing settings]

My IE and dial up settings keep changing on there own.
What causes this? I have tried restoring default settings
under IE options and still this happens. I have all the
updates ect.

You don't give enough information to get a good answer. Changing to
what? Generically, scan for viruses with current av using updated
definitions. Remove spyware (and browser hijackers) with tools like
Spybot Search & Destroy and/or Ad-aware.
