IE Stuck on default link

Even if I go into IE options and make sure the opening link is set, I
still get a different link when I open IE. I try to Apply again but it
does not change it.
IE 8.0, Win XP Pro latest
Where would I look?
I used CCleaner and that did not help immediately.
I went into Options again and now I see the BAD link.
I changed it and all is well.
What is overriding the IE settings before and is there a way to stop
that?

I would look at the security software you've installed to see if it has
an option to protect the home page setting in IE. Several such programs
have that option. It prevents a malicious or rude site from changing
your home page but it also prevents you from changing it, too. You have
to go into the security program that is monitoring or locking the home
page setting, disable it, change your home page, and then reenable the
protection setting (if you still want it).

Under Options in CCleaner, there is no option regarding the home page
setting in any web browser. Changing or locking the home page setting
is not a cleaning function.

CCleaner is not a constantly running background process. It runs only
when you choose to run it. Something is running in the background to
monitor and lock the home page setting.
