IE opens small windows

When I click on a link that was designed to open in a new
window, it opens in a very tiny window (1 inch square
maybe on an average monitor) that I have to drag open
every time. Pop-up ads don't do this, and when I first
start IE it opens the correct size. I didn't change any
settings; it did this all on its own. I've been given the
advice to just resize it and close it last, but that makes
no difference for this problem. It's terribly annoying.
I'm using Windows XP on the computer.

Try dragging out the window to the size you want (not clicking
anything), then hold down the Control key as you click the x in the
upper righthand corner to close.
