IE 6 won't allow me to rename favorites folders

When I attempt to rename a favotites folder in IE 6 by
opening favorites, then clicking on "Organize Favorites,"
I get an error message that says "Cannot reename [folder
name]: It is being used by another person or program.
Close any programs that might be using the file and try
again."

Since I am the only person using the computer it must be
a program but what program? What programs other than IE
use the favorites file?

Help!

Right click the Favorites menu which opens on the left side of the browser.
Select Properties and change the name there.
