ICS via 1 user only

i have a home network with the one XP machine, that is acting as ICS host,
having more than one user configured. ICS was set up while in user 'Dad'. The
clients can only access the internet if the user on the ICS server is logged
into and using 'Dad'. I have run the wizard from within other users to no
avail???
