ICS problems

i have 2 computers, one of them has 2 ethernet NICs i want
both of them to connect to the internet, but when i try to
enable ICS i receive this error message "An error occurred
while Internet Connection Sharing was being enabled. The
specified service does not exist as an installed service."
pls tell me what i need to do.

make sure the following services are enabled.

Application Layer Gateway Service
Network Connections
Network Location Awareness (NLA)
Remote Access Auto Connection Manager
Remote Access Connection Manager
Remote Procedure Call (RPC)
Telephony
