I need a clean msconfig file

After installing an activex control from HP.com for their technician
support, I keep getting a stupid error because their program is crashing...
no install options were giving but it assumed that I'd love for it to run
every time my computer starts up.

I try to go to msconfig but everytime I try I get this error

[msconfig]
(X) Windows cannot find 'msconfig'. Make sure you typed the name correctly,
and then try again. To search for a file, click the Start button, and then
click Search.
[OK]

And if you do the suggested search, is there no msconfig.exe file found
on your system? Make sure system folders (and advanced option) are
included in the search. A search on my computer found it at
C:\WINDOWS\PCHealth\HelpCtr\Binaries.

This path is not included in either the user or system PATH environment
variables, so Windows XP must be coded to look in that path, like maybe
in using the registry
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\App
Paths\MSCONFIG.EXE (see http://support.microsoft.com/?id=837633).
