"windows cannot find"

I get the following message "windows cannot find c:\whateverprogram. Make
sure you typed the name correctly, and then try again. To search for a file,
click the Start button, and then click Search."

Happens for just about any program I try to run. No access to msconfig,
mmc, regedit, etc. Think I removed one too many lines from HJT. Does anyone
know how I can recover? Need to make the PC functional again.

XP SP1 machine I believe. No I can't load SP2 (tried already).

I Removed some thing I shouldn’t using hijack this.

Your Windows installation is fully corrupt.I believe you computer is also
Malware/Spyware/Virus infected.Performing clean install using windows Xp
resinstallation is the solution.
