i deleted system partition and can't get it back

I'll start from the beginning.

I was running XP SP2 and Vista Ulitimate x86 beta in a dual boot setup with
the following drive configuration:

1 250gb hard drive with 3 partitions:
1.5gb boot partition (to test bitlocker)
150gb XP Partition
150gb Vista Partition

Since I stopped running the Vista beta a while ago and my XP install has
started to perform poorly, I figured that I would consolidate my partitions
and do a clean install of XP.

From the XP setup, I deleted all three partitions and created 1 large
partition from the unallocated space. Hindsight being 20/20, I realize that
I should have deleted the XP and Vista partitions and left the boot
partition intact. I could have then used a bootable disk manager to enlarge
the boot partition and leave the contents intact. anyways, after creating
the one large partition, I proceeded with installation. After setup
formatted the newly created partition and copied its files, it performed its
customary reboot and I received the error "error loading operating system
files"

I suspect this error happened because the windows boot loader is missing. I
have tried "fixboot" and "fixmbr" from the recovery environment with no
success.

what else can I try?

I don't think that is the problem. prior to the dual boot setup, I had
previously installed XP with no partitioning and it installed and ran fine.

Is the remaining partition set to active?
