Unable to delete or create a partition

I am unable to create a partition in unused unallocated space and unable to
delete a partition, using The Disk Management tools. The message I receive
back is:
“The disk configuration operation did not complete. Check the System Log for
more information on the error’ Verify the Status of your storage before
retrying, if that does not solve the problem, close The Disk Management
Console, then restart6 Disk Management or restart the computerâ€

The System event log had the following:
“The Logical Disk Manager Administrative Service services entered the
running stateâ€

I have attempted to create & delete a partition several times; the errors
are always the same. There are four HD's on my computer:
disk 0 150GB 2 partitions & 50gb unallocated space(i am unable to create a
partition on this space.)
disk 1 320GB three partions
disk 2 150GB one partition
disl 3 150GB three partitions( I am unable to remove any of thesze partitions)
Any Ideas Anyone?

In IE,go to run,type:services.msc In msc scroll down to Logical Disk Mgr
(lower
one),L.click,start service,both should start,close out msc.Open diskmgmt.msc,
try again...Other option,boot to xp cd,recovery,select 1 for disk C: Press
enter
key for password,type:DiskPart In DiskPart,create a new partition,once thru,
press ESC key,type:EXIT Or type:FORMAT G: /FS:ntfs G: being the new
partition...
