I cannot send from china using outlook to my usa contacts

I cannot use my outlook to send messages to my Usa emails.. and also get a
552 error message from my chinese enmail contact. I have to go onto the net
and send from my direcway account.. do I need a certificat or something....
when I am in the states I can send to the usa accounts but not china
