0x800ccc0f error

Hello,

I have a complete new system.

Windows XP with Service Pack 1 (English)
Outlook 2002 with Service Pack1 (English)
no other software installed, i.e. antivirus, firewall...
Outlook is working fine, no problem at all

until

I use same account send e-mail to same account i.e.
from: (e-mail address removed)
to: (e-mail address removed)
will cause 0x800ccc0f problem (Only in China's Office)

I have to use web mail to delete this "bad" mail
then outlook will work fine again

This is only happen in the China's office, USA's office is working fine.

We can use same accout send e-mail to same account in the USA
i.e use (e-mail address removed) send e-mail to (e-mail address removed)

Any Solutions?
