Outlook not sending email to specific contacts while in china

I have a boss which is currently traveling. His outlook has functioned
perfectly until he landed in china. Now when he sends emails from
outlook only certain contacts are receiving them. I receive all his
emails while one of my co-workers is receiving none. When he logs into
the web based email he can send emails to all of us properly. What in
outlook could be causing this?

Correction, the web based emails are not coming through to my co worker
either. We have already tried reinstalling outlook and we also moved
her account to a brand new computer with a fresh copy of outlook so we
know it has to be a problem somewhere on the sending end and not the
recieving end.

Have your boss turn on diagnostic logging to see what is happening. How to
do so depends on the Outlook version, which you neglected to include.

If he's using Outlook Web Access, then he's connected directly with Exchange
at your site and the fact that he's in China has nothing to do with it, nor
does Outlook.

Sorry about that it is Outlook 2003 on a windows 2000 computer and i
have instructed him to turn on logging, attempt sending the email again
and then to send the logs as an attachment to an email.
