I cannot change or add file associations. Buttons remain grayed-o

Within all profiles, including administrator profiles, I cannot change or add
file associations. Under Tools > Folder Options > File Types, the "New",
"Delete", "Change" and "Advanced" buttons are grayed-out for all file types /
extensions. Further, if I right-click a file and select "Open With", the
"Choose Program", my box for "Always use ..." is also grayed-out and
unavailable. I have no idea how this condition arose or any clue on how to
correct it. What do you make of this? Is there some safe fix?

Thank you, Unk. I would find it too spooky to run an installation of a .reg
file from even a reputable website, but I found the answer otherwise and
changed the registry manually.

For anyone that would be interested in the solution, follow the instructions
within Q 257592 in Microsoft's Knowledge Base.
